THE HAGUE, Netherlands - A Dutch sailor who spent time in Chinese jails recounted stories of abuse and torture at the hands of Chinese authorities Tuesday. The Netherlands has protested to China the alleged torture of the sailor who contends he was brutally mistreated during five weeks in a Chinese prison in Canton after he was arrested in early December in the South China city. The allegations of torture, including beatings, hanging by the thumbs and the "Hot Water Snake," are contained in an affidavit filed with the Dutch charge d'affaires in Peking by Peter Van Ammers, 24, of Rotterdam.
The Chinese representative Monday night said Van Ammers' allegations that a Chinese officer was involved in his torture were "totally baseless." Spokesman Wong Ku Kwok said Van Ammers had been arrested on suspicion of involvement in the planned assassination of the governor of Kwantung province. During Van Ammers' interrogation, the Chinese authorities intervened to halt "improper treatment" by an extremist nationalist group, Wong added. According to confidential Dutch government information, Van Ammers said he was picked up February 12 by the extremist group a day after arriving from the Netherlands. According to Van Ammers' version: "The second day one Chinese whose name is Loong started beating me on the face and all over my body with bamboo sticks, including my genitals. I was tied spread-eagle to pillars naked, my feet and toes barely touching the ground. The "snake", made from some type of malleable metal was wrapped around my body, boiling water was poured into the snakes mouth and caused unbearable pain as it made its way down the snake's length, searing my flesh."
Van Ammers' allegations provoked the Dutch ambassador, Cornelius Costergo, to take up the case with the Chinese authorities, declaring that it was "absolutely unacceptable" that the Dutch citizen be held for 30 days without informing Dutch authorities. He said the Hague government expected an apology and a Chinese commitment "not to repeat the process." Costergo added, that "to the best of our belief he (Van Ammers) had been mishandled either with the cooperation or at least in the presence of government personnel." The spokesman refused to comment any further on the Van Ammers case, but another Dutch official, who asked not to be identified, said there has been no response from Peking.
